The Department for Design and Planning Documentation monitors the development of General Designs, Conceptual Designs, and Building Permit Designs for roads and all structures and installations located in the road zone, and develops the relevant Terms of Reference for that purpose.

The Department prepares the necessary documentation for the implementation of long-term and mid-term road development programs and plans, monitors and participates in the work of expert commissions and teams regarding the evaluation of design solutions and the selection of the most suitable ones, and the expert, formal and legal verification of designs as well.     

Based on the contracted deadlines, the Department monitors the implementation of the work schedule by processing the technical documentation and also prepares the tenders for the public procurement of technical documentation. 

Planning documentation is also a part of the Department’s scope of work. The Department organizes, coordinates, and makes necessary arrangements to prepare and develop the Program for Planning Documentation Development.

It also processes the cases for the issuance of conditions for developing the Program for Spatial and Urban Planning.

The Department prepares tenders, and public procurements for developing design, technical and planning documentation. In accordance with the active contracts, it monitors the processor’s schedule and implementation schedule and controls the layouts to fulfill the contracted conditions. 

The Department performs and monitors the implementation of all necessary conditions, opinions and approvals for developing planning and technical documentation. It prepares and obtains the decisions regarding the work execution, orders and conclusions concerning the implementation, planning and technical documentation.


ACTIVITIES OF DEPARTMENT RELATED TO PLANNING DOCUMENTATION:

The Department has participated in all activities related to

PROGRAM OF REPUBLIC OF SERBIA SPATIAL PLAN IMPLEMENTATION FOR THE PERIOD FROM 2016 TO 2020. The subject implementation program, in line with the law, establishes measures and activities for the realization of the Republic of Serbia’s five-year Spatial Plan. The Republic of Serbia Spatial Plan has a strategic, developmental and general regulatory function and represents an essential planning document for spatial planning and development in our country. The current Republic of Serbia Spatial Plan has been adopted by the National Assembly as an integral part of the Republic of Serbia’s Law on Spatial Planning (“Official Gazette of Republic of Serbia”, no.88/10), for the period from 2010 to 2020.

The Department has provided active support to the development of a new Republic of Serbia Spatial Plan draft for the period 2021-2035, whose adoption is expected soon.

Its regular activities included the realization of all Spatial Plans for the infrastructure corridors in all construction projects.

Besides these operations, the Department is in charge of the following:

Issuance of conditions for the development of planning documentation for spatial and urban plans on the territory of Serbia.    
Issuance of conditions during the planning document reviews
Issuance of conditions for the development of urban designs/ plot divisions, plot redivisions, installations
Issuance of conditions for the location conditions regarding the locations on the corridors of structures under the jurisdiction of the PE “Roads of Serbia"
Issuance of conditions for the development of urban conditions for specific locations, connected to the traffic infrastructure
Correcting the boundaries of cadastral parcels (in line with the valid planning base)
Starting the procedure for the issuance of location conditions for the requirements of the PE “Roads of Serbia”  


DEPARTMENT ACTIVITIES RELATED TO DESIGN DOCUMENTATION:

Starting the procedure for the development of General Designs, Conceptual Designs, and Construction Designs for the requirements of the PE “Roads of Serbia”.
Starting and implementing the public procurement procedures for the development of technical documentation, in line with the Law on Public Procurements.
Development of the Terms of Reference for all levels of design documentation, under the jurisdiction of the PE “Roads of Serbia”.
Coordination of the design cycle with the Department for Environment Protection and the Department for Traffic Safety when developing all variants of terms of reference.
Monitoring the designing process and coordination between designers, experts and technical control. Monitoring the process of commercial contract implementation, implying the coordination between the financier and the contractor.

Submitting the requests for the issuance of Extracts from the Plan for Road Construction for the requirements of the PE “Roads of Serbia”.
Submitting the requests for obtaining competent ministry decisions regarding the construction, reconstruction, and rehabilitation of roads and all structures and installations in the road zone.
Organizing public promotions for key projects, in collaboration with the Road Association of Serbia and chambers of commerce.
Collaboration with other sectors within the PE “Roads of Serbia” regarding the preliminary activities for developing tenders for work execution.

2/ Route4, Motorway Е-763, sections: Belgrade – Preljina and Preljina - Požega (31km)

3/ Route 5, Motorway Е-761, section: Pojate-Preljina(110km)

4/ Expressway IB 27 Loznica-Valjevo-Lazarevac, section: Iverak-Lajkovac (interchange on Е-763) (17,6 km)

5/ Kuzmin/ connection with Corridor  X/-Sremska Rača km 0+16+587,85 and bridge over the river Sava L=1.3 km

6/ Tunnel below the mountain pass Kadinjača on the state road Dub-Dubci (L=1.26 km)

7/ Route 7 General Design and Conceptual Design for Motorway Е-80 Niš - Merdare (77km)

8/ Route 9а, “Fruška Gora Corridor“ (Novi Sad - Ruma) Expressway Novi Sad-Ruma   

 And also the motorway Ruma-Šabac, continued by the expressway Šabac-Loznica

9/ Expressway IB category, motorway Е-75 Belgrade-Niš (interchange “Požarevac'') - Požarevac (Bypass) – Veliko Gradište – Golubac (67.941 km)

7/ Expressway IB category Kragujevac – Batočina on the motorway Е-75 and interchange “Batočina'', North Kragujevac bypass (20km) and IB category expressway from Kragujevac to the connection with the IА category state road-А5 (Е-761) in Mrčajevci, L = 37km

8/ IB category expressway on routes Golubac – Donji Milanovac – Brza Palanka and Kladovo – Negotin, L = 143.521km
