PE "Roads of Serbia" informs the public that in the period from September 29th to October 2nd 2025, functional testing of the automatic control system on the Pakovraće - Prilipac (Požega) highway section in the Laz and Munjino brdo tunnels is being conducted, in accordance with the operational plan for handling emergencies, in accordance with:
- "Law on Fire Protection" (Official Gazette of the Republic of Serbia 87/2018)
- "Rules on the content and manner of performing a technical inspection of a facility, the composition of the commission, the content of the commission's proposal on determining the suitability of a facility for use, monitoring of the soil and facility during construction and use and minimum warranty periods for certain types of facilities" (Official Gazette of RS 6/2024)
- "Regulation on the conditions and procedure for establishing a trial operation regime for the purpose of conducting road traffic on state roads" (Official Gazette of RS 70/2025-34)
In accordance with the requirements for functional testing of the control and monitoring system (SCADA) as well as safety systems in the tunnel, it is necessary that both tunnel tubes be simultaneously closed to traffic during the performance of comprehensive tests.
The tests will be performed in the presence of representatives of relevant institutions and certified bodies from the scope of competence, responsible contractors, supervisory authorities, professional staff in front of the Investor-Manager of State Roads PE "Roads of Serbia", as well as representatives of the Ministry of Internal Affairs - Department for Emergency Situations and the Commission for Technical Inspection.
Functional testing of the SCADA system includes simulations of real emergency scenarios (for example traffic accident, fire, evacuation, smoke detection, activation of ventilation and signaling), which require synchronized management of all tunnel subsystems in both tubes.
During testing, automatic reactions of the system are possible, including the closing of portals, changes in signaling, activation of sound and visual alarms, and control of ventilation and lighting - all in real conditions, while the partial suspension of traffic makes it impossible to fully check the automated responses of the system to simultaneous events in both pipes and disrupts the flow of testing.
The complete suspension of traffic in both tunnel tubes during the functional testing is of essential importance for the proper execution of all planned scenarios, the objective evaluation of the correctness of the system and the safety of all participants.
Partial or intermittent closures are neither safe for road users nor sufficient to conduct SCADA testing in the scope required by the technical standard and prevent realistic simulations necessary for full verification of the SCADA system.
Alternative direction:
During the period of complete suspension of traffic on the Pakovraće - Prilipac (Požega) highway section, traffic will be redirected on the section of road I B category number 23, Čačak-Požega, with the installation of temporary traffic signs.
PE "Roads of Serbia" appeals to all road users to be patient, obey new temporary changed traffic regime, posted temporary traffic signs and adapt their driving to road conditions.
