SC approved the minutes of the Madrid session.

The Secretary General indicated his direct cooperation with the 3 ASECAP COPERS and the strong interest of the members concerning the communicating policy/strategy of ASECAP Secretariat in the new EU transport scenarios. On the fields falling under the COPERs, the Secretary General presented a brief information on revision of the 1999/62 (Eurovignette) directive: political agreement – future developments; EETS: tolling development; developments in road safety domain: EU 2011-2020 road safety action plan and the developments in ITS: ASECAP role; ITS Directive / e-Safety / I.I WG / e-call / ELSA.

Within European issues, the EU transport challenges and future scenarios were considered: greener transport/Eurovignette, tolling strategy, EETS future developments, road safety priorities and ITS priorities. The following ASECAP reflections were considered as responses to the above EU Transport challenges: “Concession tolling and user charging in ASECAP’s world”: conclusions of the ASECAP COPER I seminar, COPER II actions in road safety and road security and COPER III actions in the ITS framework.

A detailed analysis of the results of the last COPER I seminar held in Paris on February 04th, 2011 on the topic “Concession tolling and user charging in ASECAP’s world”. In the upcoming period, a proposal will be elaborated on the existing priority issues in tolling and the way forward.

Within COPER II domain, future safety considerations in EU, the role of the policy makers and the reflection of the other stakeholders were considered. The European Commission will soon present the future detailed EU action plan on road safety, which will aim to materialize the main EU targets for the vision zero on the European roads.

Within the COPER III domain, a document which focuses on ITS Research, on ITS implementation/deployment and to ITS studies and initiatives of ASECAP interest was also presented.

The members reflected on the various EU developments touching all the 3 domains of ASECAP interest. Specific attention was given to the mixing and coexistence of ITS deployment in the tolling EETS area where, although a concrete legal EETS framework is built (Decision 750/2009), no real EETS market has appeared.

The Steering Committee underlined that, regardless of what will happen in the future tolling systems, the ASECAP toll chargers will be ready to react accordingly.

The 2010 budget execution was adopted.

The Agenda of the ASECAP General Assembly, which will be held in Brussels (Belgium), was adopted. It was agreed that ASECAP Study Days 2012 will be held in Turin (Italy), in the period from June 03-05, 2012.

President J.L Feito reminded the members of the Steering Committee that the internal ASECAP procedures should open in order to enable the interested personalities to submit to the ASECAP Secretariat their candidacies for the post of the presidential bodies. The documents of the interested personalities should be submitted by March 14th, 2011.

An extra session of the Steering Committee will be held in Brussels on the 28th of April (at 03:00 PM). The sole point of the agenda will be the following: "ASECAP Presidential bodies: examination of the candidacies”.
