Report of the Steering Committee was accepted without any modifications, with additional clarification that ASECAP regulatory rules and decisions of the Steering Committee clearly describe the manner in which ASECAP members can participate in ASECAP meetings. In addition, Auditor’s report on realization in 2007, together with approval of statements for 2007, was accepted. The Steering Committee took into consideration 2009 Draft Budget Proposal and concluded that budget should be rationalized and increased for significantly lower rate in regard to inflation rate. Members of the Steering Committee agreed that the membership fee should be maintained at 16000 EUR.

 

Steering Committee was informed on progress achieved in EU transport and presence of ASECAP and its members, while the following items were highlighted as priorities for ASECAP and its members: Eurovignette directive, development of European Electronic Toll Service (EETS), proposed Directive on road infrastructure safety and ITS/EASYWAY.

 

It was concluded that new policy of EU leads towards more complicated activities within acceptance of external costs and that European Commission should therefore prepare draft of proposal which would enable 27 member states to decide whether to maintain the old, less fair Eurovignette time based system or to introduce tolls on a distance based principle or to introduce user charging system. Steering Committee agreed with the proposal that all members should send to Secretariat information on how their public agencies have applied Eurovignette II, already in force in the EU, and what is their opinion on the new proposal of draft Eurovignette III Directive.
