„ROADS OF SERBIA“: Ready for Winter service 2020/2021

The PE „Roads of Serbia“ is informing the public that from today, 1 November 2020, the Winter Service becomes operational according to the Winter Maintenance Plan regarding I and II Category state roads in the Republic of Serbia 2020/21.

The Winter Maintenance Plan comprises special works, activities and measures necessary for ensuring passability of roads and traffic safety in winter conditions.

The Winter Maintenance Plan is carried out on I and II Category state roads from 1 November 2020 until 31 March 2021, and it represents the binding framework for formation of plans of all enterprises engaged in road maintenance. 

Maintenance of complete state road network of the Republic of Serbia engages 22 road enterprises and 2 enterprises providing service activates („Srbijaput“-Belgrade and „Vojvodinaput“- Novi Sad).

System of notifying and informing the media and all interested parties on road conditions during winter period is organized as follows:

Based on reports from the field obtained from road enterprises' checkpoints, the Winter Service Headquarters prepares uniform „Winter Service Report“ delivering it to the Director, Technical Director and Executive Director of the Sector for Maintenance of I and II Category State Roads and publishing it on the Enterprise's internet presentation. The Information center of the PE „Roads of Serbia“ takes over the report and forwards it to the line ministry, MIA of the Republic of Serbia – Emergency Situation Sector and media.

The uniform Winter Service Report on road conditions is published twice a day or more often, if necessary.

The Department for Public Relations continuously monitors all field reports and reports of the Republic Hydrometeorological Service of Serbia, and, when necessary, sends to the media statements, announcements and appeals relevant for the public.


SCHEMATIC DIAGRAM OF INFORMATION FLOW

The main priority of the PE „Roads of Serbia“ in the winter period is I and II Category state road maintenance performed from road depots and checkpoints which number 167 in total.

Mechanization is present in road maintenance depots on motorways 24 hours, and on other roads 16 or 8 hours, and longer if necessary.

Maintenance is carried out according to the following priorities and categories:

  • Priority I / Category A, a total of 6,018.855 km – Carriageway is cleared and spread with pure salt, and it has to be cleared within 4 hours after cessation of precipitation , i.e. weather phenomenon,
  • Priority II / Category B, a total of 4.329,694 km - Carriageway is cleared and spread with the mix of salt and grit in the ratio 1:4, and it has to be cleared within 6 hours after cessation of precipitation , i.e. weather phenomenon,
  • Priority III / Category C, a total of 4.727,360 km - Carriageway is cleared and spread with the mix of salt and grit in the ratio 1:4, and it has to be cleared within 8 hours after cessation of precipitation , i.e. weather phenomenon.

In the south of Serbia, season 2020/2021, a new type of agreement based on service level is being applied. A total of 3,048.361 km of road network is being maintained following the new principle, out of which 507.657 km are I B category roads, 1,904.982 km II A category roads and 635,722 km II B category roads, while the remaining road parts are maintained following conventional system.

According to the Winter Service Plan for 2020/21 the following is at disposal:

  • 748 road vehicles and trucks
  • 331 machines
  • 2172 workers in one shift, out of which:
  • 921 workers – road workers
  • 172 technical operators
  • 325 machine operators
  • 754 drivers

Engagement of mechanization may be more extensive in case of natural disasters, following their intensity.

A total of 92,268.63 tons of salt, together with the existing stocks, has been provided, as well as 1,582 tons of cold mix asphalt for repair of pot holes and sufficient quantities of gritstone/aggregate.

When organizing maintenance of I and II Category state roads in winter conditions, special attention is paid to the following:

a) „Gazela“ bridge, vertical curves Bubanj Potok, Begaljičko Brdo and „Mečka“ on the motorway;
b) vertical curve Čestobrodica on Paraćin – Zaječar road (600 meters above sea level);
v) ascent Rušanj and Rudnik on Ibar road;
g) vertical curve Zlatibor, (1000 meters above sea level);
d) vertical curve Popadija (Majdanpek – Negotin);
đ) vertical curve Tresibaba (Knjaževac – Niš);
e) vertical curve Svetinja (Topola – Kragujevac);
ž) vertical curves at Fruška Gora (Iriški Venac, Banstol),
z) wider areas of Tara, Crna Trava and Sjenica,
i) bridge at Beške on Belgrade - Novi Sad road,
j) vertical curve Jaram on Brzeće-Kopaonik road,
k) bridge over river Sava, Dobanovci-Ostružnica bypass
l) zone of Prijevorac bridge on the reconstructed section IB23, between Borova Glava and Kokin Brod,
lj) Belgrade Bypass at Sector-3 ( river Sava ) till the end of Sector-5 ( Straževica ) and Ringroad,
m) new bridge „Batajnica“ with ramps, within interchange Batajnica.

The PE „Roads of Serbia“ cooperates with the Ministry of Interior of the Republic of Serbia – Traffic Police Directorate, Emergency Situation Sector, and informs them on daily basis on conditions on roads, accepts suggestions and they make joint decisions regarding traffic closures on critical sections.

The PE „Roads of Serbia“ appeals to all road users and other traffic participants to follow regulations and not to enter traffic without winter equipment, especially on critical sections, to obey speed limits, elevate their care for others and manifest necessary solidarity on the road.
