ASECAP STEERING COMMITTEE, 2015/3

Third session 2015/3 of the ASECAP Steering Committee took place on 30th November 2015 in Rome.

EU Transport developments were pointed out as priority actions for ASECAP. In this respect, it is concluded that the ASECAP had succeeded in putting the “user pays”, “polluter pays” and “earmarking” in the heart of the EU Transport policy as such policies need an effective tolling regime in order to be materialized.

Within the COPER activities, it was mentioned that the ASECAP had an obligation to examine the open-crucial points in the area of concessions as it was planned that member states should start transposing EU concessions law in their entities by mid-2016. Therefore, the key short-term target of the ASECAP implies support to concessions’ role as tools for efficient financing of infrastructure and intelligent and safe road management which leads to social and economic growth. 

Considering the road safety, the ECOROADS, which examines two safety directives, on tunnels and open roads, was pointed out as the EC’s key project. It was agreed that, in order to have them improved, the members should submit their know-how in the field of application of such directives. 

Considering the fact that radio-frequency issue is very complex, the ASECAP has undertaken to finance a small technical study, and the ASECAP readiness to take technical actions relating automated vehicles was also mentioned.

The statistics of members were presented and compared as they are the key factor in realization of more efficient and faster results.

It was announced that the REETS project would come to an end on 31st December 2015, and for this reason the draft of Memorandum of Understanding had been prepared, thus providing cooperation between interested parties of the REETS after the completion of the project.
