The Road Rehabilitation and Safety Project (RRSP) is a project of support from international financial institutions to the Government of the Republic of Serbia in the implementation of the National Program for the Rehabilitation of the State Road Network.
The goal of the project was the creation of technical documentation in the form of the Main Project of enhanced maintenance, which ensures: increasing the use value and durability of the road, improving traffic safety, including the requirements of the local community (social aspect) and respecting the requirements of environmental protection to the maximum extent possible in the given conditions of the spatial restrictions (section context) and restrictions arising from the type of permitted construction and traffic interventions (legal basis).
The Babušnica - Svođe section belongs to the Pirot administrative district, Babušnica municipality, and part to the Jablanica administrative district, Vlasotince municipality.
The section with a length of 19,534 km belongs to state road IB category number 39 - Pirot - Babušnica - Vlasotince - Leskovac - Lebane - Medveđa - Priština - Peć - State border with Montenegro (border crossing Čakor) (old road designation M-9) and represents part of the transverse traffic connection through the southeastern part of Serbia.
The section is part of the Project scheduled for enhanced maintenance within the Third Year of its implementation.
In a functional sense, according to the Rulebook on conditions that must be met by road facilities and other elements of a public road from the aspect of traffic safety, the section can be classified as a long-distance interregional road (connecting interregional road) and represents one of the main traffic roads of southeastern Serbia and is the only cross connection of international roads E75 and E80.

Works on the rehabilitation of the section included preparatory works (removal of vegetative material, clearing of bushes, removal of existing culverts, demolition of existing elements (concrete curbs, culverts), demolition of asphalt on part of the structure, scraping of asphalt layers, relocation of installations, earthworks (excavation of humus, excavation materials, construction of embankments, arrangement of beds, humus of banks, cladding of slopes), works on the construction of the upper machine (construction of supporting layers of crushed stone 0/63 and 0/31.5 mm), asphalt works (construction of leveling layer, construction of the supporting layer of BNS and AB on the main route, intersections, bus stops, niches), making an asphalt channel.
7 bridges were repaired, torrential streams were arranged at 6 locations, the drainage system was improved (rehabilitation of existing culverts and construction of new ones, excavation of canals, construction of a closed drainage system in the settlement), works on retaining walls (26 new and 4 existing ones), works on protection of slopes, works on traffic signals and equipment, construction of public lighting, works on the construction of pedestrian paths through all populated areas, works on relocation of the telecommunications network, etc.
In addition to the above, particularly significant works were also carried out on the complete reconstruction of the main, secondary and village water supply in the Ljuberađa settlement.
Also, the rehabilitation of the previously recorded "Ljuberađa" landslide was carried out, thereby permanently ensuring the stability of the road body and the protection of all associated installations in the water intake area from which a large part of the Pirot and Nišava regions are supplied with drinking water.
Enhanced maintenance work was carried out in the period April 2022 - May 2024.
