znaci_zimskaJP ’’Putevi Srbije’’ – obaveštava učesnike u saobraćaju da je shodno Rešenju Ministarstva saobraćaja Republike Srbije broj 344-08-22973/2012-03 od 01.11.2012.g., izvršilo izmenu režima saobraćaja i postavljanje saobraćajnih znakova saglasno Pravilniku o saobraćajnoj signalizaciji i SRPS standardima i to: saobraćajne znakove „ograničenja brzine“ – II-30 (60) i II-30 (40) sa dopunskom tablom IV-20.1 sa simbolom „snežne padavine“ koja označava vremenske uslove u kojima važi znakom označena izričita naredba kada je na kolovozu sneg na državnim putevima prvog i drugog reda, u periodu zimskog održavanja, a radi obezbeđenja uslova za nesmetano odvijanje saobraćaja zbog mogućnosti pojave snega i leda na kolovozu i to u periodu od 15.11.2012.g. do 31.3.2013.g., a saglasno Planu zimske službe.

- ograničenje brzine kretanja vozila na 60 km/čas na državnim putevima prvog i drugog reda koji su Planom zimskog održavanja utvrđeni kao putevi ''prvog prioriteta'';

- ograničenje brzine kretanja vozila na 40 km/čas na državnim putevima prvog i drugog reda koji su Planom zimskog održavanja utvrđeni kao putevi ''drugog i trećeg prioriteta''

JP ’’Putevi Srbije’’o izvršenoj izmeni režima saobraćaja i postavljenim saobraćajnim znakovima je obavestilo Inspekciju za puteve Ministarstva saobraćaja, Ministarstvo unutrašnjih poslova – Upravu za bezbednost saobraćaja.
Po isteku važnosti ove mere, JP ’’Putevi Srbije’’ će odmah ukloniti postavljene saobraćajne znake i uspostaviti prvobitni režim saobraćaja.

Jedan od osnovnih prioriteta JP "Putevi Srbije" je održavanje državnih puteva I i II reda u zimskom periodu.
Zvanični početak zimske službe je 15.11.2012.g., a završetak 31.03.2013.g.
Za vreme trajanja zimske službe prisustvo ljudstva i mehanizacije u putnim bazama na autoputu 24 časa, a na ostalim putevima 16 ili 8 časova, po potrebi i duže, u zavisnosti od vremenskih prilika.

JP “Putevi Srbije“ kao upravljač puteva pripremilo je Plan zimske službe.
Shodno Planu zimske službe JP ’’Putevi Srbije’’ je organizovalo štabove zimske službe sa preciznim dužnostima i obavezama i uz pomoć podataka Republičkog hidrometeorološkog zavoda, garantuje da će služba uspešno obaviti posao ove zime.

Specijalizovana preduzeća su pripremila potreban minimum od 50% kompletne mehanizacije, ljudstva i sirovina koje su predviđene za reagovanje u najvećem stepenu pripravnosti.
Predviđen broj svih vozila i kamiona na punktovima je 683, mašina 310. Po smenama je angažovan 843 putara, 189 tehničara, 310 mašinista i 683 vozača.

Prema značaju putnih pravaca svi putevi Srbije razvrstani su u tri prioriteta:

I prioritet svi autoputevi i neke deonice državnih puteva II reda
I i II prioritet su svi državni putevi I reda
II ili III prioritet su svi državni putevi II reda

Prvi prioritet – kod puteva prvog prioriteta kolovoz se čisti i posipa mešavinom soli i rizle, tako da se omogući odvijanje saobraćaja uz smanjenu bezbednu brzinu u otežanim uslovima. Obavezna je upotreba zimske opreme, a u brdovitim i planinskim terenima upotreba lanaca.

Drugi prioritet - na putevima drugog prioriteta kolovoz se čisti i posipa samo rizlom ili šljakom. Obavezna je upotreba zimske opreme, a u brdovitim i planinskim terenima upotreba lanaca.

Treći prioritet - kod puteva trećeg prioriteta samo se uklanja sneg, ali tek nakon izvršenog čišćenja puteva I i II prioriteta. Obavezna je upotreba zimske opreme, naročito lanaca.
Da bi se osigurala prohodnost i bezbedno odvijanje saobraćaja, neophodna je blagovremena nabavka, distribucija i lagerovanje osnovnih materijala za posipanje.
Za zimsku službu 2012. i 2013.g. nabavljeno je ukupno 60.600,00 tona soli, što sa postojećim zalihama čini 75.416,55 tona.
Ukupna potrebna količina drobljenog kamenog agregata i rizle je 160.000,00 tona.
Posebna pažnja pri organizaciji održavanja i obustavi saobraćaja u zimskim uslovima poklanja se:

a) mostu "Gazela", prevoju Bubanj Potok, Begaljičkom Brdu prevoju "Mečka" na autoputu;
b) prevoju Čestobrodica na putu Paraćin – Zaječar (600 m.n.v);
v) usponu Rušanj i Rudnik na Ibarskom putu;
g) prevoju Zlatibor, (1000 m.n.v.);
d) prevoju Popadija (Majdanpek – Negotin);
đ) prevoju Tresibaba (Knjaževac – Niš);
e) prevoju Svetinja (Topola – Kragujevac);
ž) prevojima na Fruškoj Gori (Iriški Venac, Banstol),
z) širim područjima Tare, Crne Trave i Sjenice,
i) mostu kod Beške na putu Beograd - Novi Sad,
j) prevoj Jaram na putu Brzeće-Kopaonik,
k) most preko Save, obilaznica Dobanovci-Ostružnica
l)zona mosta Prijevorac na rekonstruisanoj deonici M-21, između Borove Glave i Kokinog Broda.

JP "Putevi Srbije" će sarađivati sa Ministarstvom za unutrašnje poslove Srbije - upravom saobraćajne policije, obaveštavajući ih o stanju pripremljenosti zimske službe, prihvatati sugestije i zajedno donositi odluke, naročito kada se radi o obustavama saobraćaja na kritičnim deonicama.
Apelujemo na korisnike puteva i ostale učesnike u saobraćaju da se pridržavaju propisa i uključuju u saobraćaj sa opremom za kretanje u zimskim uslovima, pogotovo na kritičnim deonicama kao i da poštuju ograničenja brzine.

 

Winter service 2013/2014

znaci_zimskaPE “Roads of Serbia” is informing the traffic participants that, pursuant to the Decision made by the Ministry of Traffic of the Republic of Serbia No. 344-08-81277/2013-03 dated November 08, 2013, it modified the traffic regime and placed traffic signs in accordance with the Rulebook on Road Traffic Signs and the national SRPS standards, including: speed limit traffic signs – II-30 (60) and II-30 (40) with supplementary plate IV-20.1 with the snowflake symbol indicating weather conditions under which the explicitly stated command is in effect, when there is snow on the first and second category state roads, during the winter maintenance, in order to provide conditions for undisturbed traffic flow because of the possibility of snow and ice on the carriageway in the period from November 15, 2013 to March 31, 2014, which is pursuant to the Winter Service Operation Plan.

- vehicle speed limit of 60 km/h on the first and second category state roads classified as “first priority” roads according to the Winter Maintenance Plan;

- vehicle speed limit of 40 km/h on the first and second category state roads classified as “second and third priority” roads according to the Winter Maintenance Plan

The PE “Roads of Serbia” informed the Road Inspection of the Ministry of Traffic and the Ministry of Interior-Traffic Safety Administration about the realized traffic regime change and the placed traffic signs.
Upon the expiration date of this measure, the PE “Roads of Serbia” will immediately remove the placed traffic signs and restore the original traffic regime.

One of the main priorities of the PE “Roads of Serbia“ is the maintenance of state roads of I and II category in the winter period.

Winter service officially starts on November 15th, 2013 and ends on March 31st, 2014.
During this period, staff and mechanization are present in road maintenance depots on motorways 24 hours, and on other roads 16 or 8 hours and longer, depending on weather conditions.
 
As the manager of state roads, the PE “Roads of Serbia“ has prepared the Winter Service Operation Plan. Pursuant to the Winter Service Operation Plan, the PE “Roads of Serbia“ has established winter service headquarters with precise duties and obligations, and with the assistance of the data from the Republic Hydro-meteorological Service of Serbia it guarantees that the service will successfully perform its operations this winter.


Specialized enterprises have prepared the necessary minimum of 50% of the overall mechanization, staff and raw materials foreseen for reacting at the highest degree of readiness.
A total of 701 vehicles and trucks are planned on depots, and 308 machines. 853 road workers, 192 technical operators, 310 machine operators and 702 drivers are engaged to work in shifts.

According to the importance of routes, all roads in Serbia are divided into three priorities:
 
Priority I – all motorways and some category II state road sections
Priority I and II – all category I state roads
Priority II or III – all category II state roads

First priority – On First Priority roads, the carriageway is cleared and spread with the mix of salt and grit so that the traffic with reduced safe speed in difficult conditions is enabled. Winter equipment is obligatory, as well as snow chains in hilly and mountainous areas.

Second Priority - On Second Priority roads, the carriageway is cleared and spread with either grit or slag. Winter equipment is obligatory, as well as snow chains in hilly and mountainous areas.

Third Priority - On Third Priority roads, only the snow is cleared, but after the roads of I and II category have been cleared. Winter equipment is obligatory, especially snow chains.

In order to ensure passability and safe traffic, timely procurement, distribution and stockpiling of main materials for spreading are necessary.
For winter service in years 2013 and 2014, the procurement of 50,000.00 tons of salt in total is planned, which makes 67,056.68 tons together with the existing stocks.

Total necessary quantity of the crushed stone aggregate and grit is 160,000.00 tons.
 
When organizing maintenance and traffic closure in winter conditions, special attention is paid to the following:

a) "Gazela" bridge, vertical curves Bubanj Potok, Begaljičko Brdo and "Mečka" on the motorway;
b) vertical curve Čestobrodica on Paraćin – Zaječar road (600 meters above sea level);
v) ascent Rušanj and Rudnik on Ibar road;
g) vertical curve Zlatibor, (1000 meters above sea level);
d) vertical curve Popadija (Majdanpek – Negotin);
đ) vertical curve Tresibaba (Knjaževac – Niš);
e) vertical curve Svetinja (Topola – Kragujevac);
ž) vertical curves at Fruška Gora (Iriški Venac, Banstol),
z) wider areas of Tara, Crna Trava and Sjenica,
i) bridge at Beška on Belgrade - Novi Sad road,
 j) vertical curve Jaram on Brzeće-Kopaonik road,
k) bridge over the Sava river, Dobanovci-Ostružnica bypass
l) area of Prijevorac bridge on the reconstructed section M-21, between Borova Glava and Kokin Brod.
    
PE "Roads of Serbia“ will cooperate with the Ministry of the Interior of the Republic of Serbia – Traffic Police Department by informing them on the state of readiness of winter service, accepting suggestions and mutually making decisions about traffic closures on critical sections.

We kindly appeal to road users and other participants in traffic to follow regulations and enter the traffic with winter equipment, especially on critical sections, as well as to observe speed limits.
