PE "Roads of Serbia", Sector for Traffic Management Information Systems, at the location of the influential zone of the motorway interchange Ljig, implemented the project of an advanced Multi Lane Free Flow road video surveillance system with the detection of vehicles transporting hazardous materials with the recognition of vehicle license plates, color, type and vehicle model.
For the first time on our roads, precise measurement of all dimensions of vehicles in motion is carried out, as well as simultaneous counting of vehicle axles, so that precise categorization of vehicles is also carried out.
All data is collected in the operational management center Brančić with enabled remote access to the system. Analytical functions are available that can enable the detection and classification of vehicles according to various criteria.
The system is completely closed for communication in a special computer network without the possibility of any intrusions into the network and information leak.
The modernization of Serbia's road network requires the application of intelligent transport systems to provide all information about traffic flows.
The timely reaction to events in order to protect road users, the environment and the application of regulations in the transport of hazardous materials and quick reactions to all kinds of incidents as well, depend on the detection of what type of hazardous materials are being transported in the vehicle, where the transport vehicle is located and what are the license plates.
By detecting vehicles outside the permitted dimensions in dynamic traffic conditions, which can potentially cause physical damage to road equipment and infrastructure and present danger of an incident occurring in tunnel structures, monitoring and verification of transport vehicles that have issued permits for special transport for certain road sections can be carried out.
The system is a means of contributing to the improvement of traffic safety for all traffic participants, environmental protection, protection of road equipment, and reduction of exploitation costs.
Based on timely information, operators in the Operational Management Center can forward available data to all interested parties and services that manage this type of transport.
The system has high-precision 3D laser detectors, as well as multi-functional high-resolution IP cameras with integrated intelligence.
Each camera has two ultra-fast video sensors with different applications, with a built-in 4-core processors and an integrated laser for vehicle detection.
The camera has its own memory that can perform an independent data collection function if the communication connection with the central location is interrupted.
After establishing a communication link, all detected data are automatically transferred to a server unit at a central location.

The application of this system envisages its use on all road sections where there is a need for detailed monitoring of freight vehicles, domestic and foreign license plates, with the possible measurement of the current speed and weight of moving vehicles.
By simply adding a 4D radar module, stationary measurement of the current speed of all categories of vehicles is possible.
The system enables recognition of license plates from almost all countries in the world.
The system allows the road manager, PE "Roads of Serbia" to collect all relevant data about vehicles participating in traffic flows using intelligent transport systems of the latest generation, confirmed within the traffic systems of several European countries.
Within one system, the criterion of multi-functionality of system operation is met, and in this way, by effectively investing in traffic management systems, the road manager achieves significant benefits and savings in material resources, all with the aim of improving traffic safety on state roads in the Republic of Serbia.
